CEL Consulting was established as a division of Consolidated Engineering in April 1998 to provide specialized consulting and testing services. These services are outside the scope of the normal code-required special inspection and testing services provided by Consolidated on construction projects and are frequently related to construction problems. They typically require customized approaches to address each unique situation. Building code approval testing is also performed for various construction products along with required periodic in-plant quality control inspections.

CEL Consulting is staffed by engineers and technicians with extensive experience in the construction industry and, in particular, the testing and inspection of construction materials. The division consists of the following departments with their managers noted:
